Addition of two new buttons for adding or deleting rows to the different input tables present in the main GUI of MeCoSim

A mechanism to add and delete rows for each input table has been created.
- Two new columns have been added to the configuration file, in the TablesConfig tab, to enable or disable the addition and deletion of rows for each input table.
- Two new buttons are automatically included (or not) in the visual tabs of the input tables, depending on the respective values for the addition and deletion of rows.
To clarify these new functionalities, two pictures are shown.
This functionality will be available in the next release of MeCoSim.
